Job Id: 23657006The Country HR Officer (CHRO) partners with multiple teams of senior professionals across a number of HR disciplines. This role is an executive level position and the incumbent will be a key member of the Citi Taiwan Executive Team, and APAC HR Leadership Team. A critical aspect to the role is to understand the business objectives and work with the business partners to formulate and implement HR Strategies that reflect business plans and contribute positive impact to business results. The incumbent will also become a trusted adviser / confidante to the Taiwan CCO and senior leadership team, participating as a full partner offering independent judgement and maintaining objectivity. The incumbent will participate as a fully contributing member of the Taiwan Executive Committee and Regional HR Teams. Strong partnerships across Regional HR functions is crucial to ensure alignment of individual performance with business results and up-grading the capability of the organization as the business evolves through talent/hiring decisions and developmental programs.This role supports Citi’s Taiwan businesses serving clients across the institutional banking sectors, with a strong brand and market leadership across product lines.This job description provides a high-level review of the types of work performed. Other job-related duties may be assigned as required.Responsibilities:- Leads HR function for the country in the provision of the highest standard and quality of HR advice, service, processes and procedures, ensuring end to end delivery of HR governance and employee life-cycle activities.
- Serves as a trusted advisor for complex, sensitive, and high level strategic people issues, such as setting multi-year engagement/talent agenda.
- Maintains controls environment with robust processes, in order to proactively manage and mitigate functional /franchise risk.
- Contributes to strategic planning and decision making at the top executive level so the organization’s human resource strategy is aligned with other business strategies.
- Establishes effective resourcing, mobility, development, succession and retention plans for leadership teams / key roles across the country. Influences talent, performance and mobility decisions in the best interests of the overall Citi franchise.
- Oversees cultural transformation, organization design and change management and supports the business in enhancement of employee engagement, implementation of diversity initiatives, and ensures a culture of ethical behaviors at an individual and collective level.
- Proactively advises and influences all staff related matters as an integral part of Country Management as the primary interface, from a people strategy and leadership perspective, for external stakeholders such as the Regulators, Government bodies, Unions, Auditors, and the internal Board of Directors.
- Develop a strategic approach to diversity and inclusion. Ensure business recruitment strategy includes recruitment and retention of diverse employees.
- Build and maintain working relationships within local, regional, and global HR teams to ensure consistency of HR approaches and processes for the business and translate business priorities and goals into actions for the broader HR organization.
- Lead change management and organizational development, design initiatives to ensure alignment with business strategy, provide thought leadership and tools to help leaders optimize organizational effectiveness and implement organizational change.
- Identify and help close capability gaps within the organization, assess and validate high potential talent, and drive succession planning with senior management.
- 15+ years of relevant experience, including 10+ years of leadership experience
- Experience in leading diverse and remote teams
- Demonstrated complex problem-solving and senior-level relationship management skills
- Demonstrated senior level consultative skills
- Excellent understanding of contemporary HR practices and tools with the ability to apply them proactively and flexibly to client groups with diverse needs
- Solid understanding of local regulatory and legal frameworks
- Bachelor’s degree/University degree or equivalent experience
- Master’s degree preferred
