The City of Gainesville is in the early developmental stages of operationalizing equity throughout policies, programs and procedures. The Office of Equity and Inclusion is working to create an organization-wide infrastructure to implement the City’s equity and inclusion initiatives. The Manager of Immigrant Affairs will be responsible for designing and implementing policy and programs that support the inclusion of immigrants and refugees within the City of Gainesville, Florida.

The first year of work will focus on designing and facilitating an inclusive process that convenes relevant stakeholders to conduct a needs assessment, data analysis of the local immigrant population, internal and external service inventory, and a gap analysis. At the conclusion of the first year a final report with recommendations for implementation will be completed.

The single position allocated to this classification reports to and works under general supervision of the Director of the Office of Equity and Inclusion. Work in this class is distinguished from other classes by its knowledge of policy and program development in local government and level of responsibility in assisting the Director of the Office of Equity and Inclusion in City programs and initiatives.

Year 1

Designs and facilitates an inclusive process to convene internal and external stakeholders who are invested in immigrant equity and inclusion in Gainesville

Conducts a data analysis of immigrant populations in Gainesville

Conducts an internal and external assessment of services currently provided to immigrant populations by the City of Gainesville and partner organizations

Conducts a gap analysis to determine which services are absent or need improvement

Facilitates a collaborative process with stakeholders to determine best practices for service delivery

Develops performance measures and plan for relevant data collection to show progress

Creates a three-year implementation plan for policy, program, and procedure development and implementation

Oversees implementation and maintenance of language and document translation services

Year 2 and beyond

Provides oversight of internal and external trainings for staff and community partners about best practices, how to access language translation services, and cultural competency

Determines performance measures, collects data and reports on the progress of programs.

Prepares Commission memorandums and presentations as needed

Collaborates with the Director of the Office of Equity and Inclusion and the Diversity, Equity and Inclusion Manager in Citywide efforts to advance racial equity

Develops and facilitates ongoing partnerships with other agencies and organizations that prioritize immigrants

Serves as a liaison between the City and the immigrant and refugee community

Oversees implementation and maintenance of language and document translation services

Attends work on a continuous and regular basis.

Qualifications

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

Education And Experience

Completion of a bachelor’s degree from an accredited college or university in public administration, business administration, or a related field.

At least three (3) years of management and/or administrative experience in government or private business/industry.

WORK ENVIRONMENT
