Seaway 7, the Renewables & Heavy Lifting business unit of Subsea 7, is a uniquely capable and experienced partner for the delivery of offshore wind farm projects as well as specialist heavy lifting and cable installation services. With combined expertise in project management, engineering, procurement, fabrication, heavy lifting and cable installation services, Seaway 7 delivers these services in a comprehensive array of contractual structures including EPCI, T&I and BoP (Balance of Plant), to our clients in the offshore Renewables and Energy sector.
Seaway 7 operates from 4 main offices:
- Heavy Lifting (Zoetermeer, Netherlands
Transportation and installation of offshore structures
- Offshore Cables (Leer, Germany)
Installation of submarine cables & umbilicals, trenching and IMR related business
- EPC (Aberdeen, UK)
Delivery of EPC solutions for the Renewables sector
- Integrated Solutions and Floating Wind (Paris, France)
Delivery of integrated T&I solutions for the Renewables sector and Floating Wind development
Due to an increase in work load we are seeking an experience SCM Manager to work in our Taipei, Taiwan office on an initial period of 12 months. The ideal candidate will be able to begin work within a relatively short period of time due to the urgency of the position.
The Supply Chain Management (SCM) function is committed to delivering a cost-effective, value-adding service to its internal and external stakeholders. SCM is responsible for execution of all subcontracting, purchasing and logistic activities in Seaway 7, and for developing and maintaining strategic supplier relationships that bring long-term value to our business.
The SCM Manager will lead the SCM Subcontract department and reports to the SCM Director of Seaway 7. The SCM Manager will have overall responsibility for the delivery of all subcontract activities to the projects, in accordance with the governing Seaway 7 system and processes.
Key responsibilities:
- Lead and manage a high performing team, maintaining a positive and proactive working environment that encourages efficient team working whilst ensuring compliance with all Company policies, procedures and systems; and Client requirements, as applicable.
- Proactively drive the delivery of functional SCM strategy, initiatives, objectives and Key Performance Indicators (KPI’s) to deliver continuous improvement within SCM.
- Responsible for Subcontract review, in line with Company contracting principles, project budget, main contract flow downs as applicable – as per authority levels.
- Line manager responsibility for the personnel in the Subcontract department
- Resource planning to ensure that sufficient, qualified resources are available to support subcontract activities in studies, tenders and projects
- Ensure adherence to the relevant SCM processes for the subcontract activities undertaken in Seaway 7
- Contribute to development of strong relations with key suppliers
- Provide clear direction and guidance in ensuring the optimum commercial and contractual position for Subsea 7 is negotiated, achieved and maintained.
- Manage the interface with tendering and projects to secure a good strategic approach to the subcontract activities
- Development of the strategy for the award and follow-up of nominated packages, in order to ensure that Seaway 7 gets the best result with regards to the contractual, commercial and technical solution
- Have a detailed understanding of the key risk and opportunities in relation to subcontracts, and demonstrate a proactive approach to the SCM activities
- Contribute to implementation of ‘best practice’ in the Contracts & SCM department, and continuous improvement of work processes and procedures
- Interface towards Group SCM and other regions in relation to Subcontract activities
Key Success Factors:
- Ensure integrity in all Seaway 7 subcontract activities
- Support the employees in the department as required
- Have an in depth understanding and a proactive approach to commercial and contractual aspects
- Be able to develop and implement a strategy for the continuous improvement of the subcontracts department
- Understanding of the technical and operational aspects of the product/service, and the impact on the project execution
- Work closely with other functions to ensure that the subcontract work is executed efficiently during tenders and projects
Qualifications:
- Degree in Economics, Law and/or Engineering (extensive experience may replace the degree requirement)
- Minimum 10 years relevant experience
- High degree of computer literacy
Essential Experience/Skills
- Expert knowledge of ERP system such as SAP, Oracle or similar
- Placing and managing high volumes of low to medium value/complexity sub contracts/minor services
- Preparation, checking and correcting commercial/financial bid tabs (experience of commercial normalisation)
- Systematic tracking of order and delivery status for multiple services from suppliers and aligning with the operational business needs
- Ability to develop supplier schedules
- Ability to identify and manage complex interfaces between multiple suppliers e.g. on vessel conversion, mobilisation or drydock programmes
- Ability to rapidly concluding negotiations
- Managing and coaching a team of services co-ordinators
- Ensuring high performance sub contracting services from a group
- Good knowledge and contacts within the low/mid-range supply chain
- Very strong focus on cost effectiveness of vendor solutions and negotiating discounts
- Good understanding of technical scopes of work and the nature of the services being obtained
- Good focus on cost control interfaces
- Development, management and reporting of departmental budgets
- Ability to give short, precise management summaries
- Experience in producing productivity reports and performance KPIs for a team
- Good proven aptitude and interest in HR, coaching and developmental skills.
- Good knowledge of the vessel services and supply chain e.g. contacts and experience with all the fabrication yards, service and drydocks
- Ability to immediately identify best supplier for a given scope of work
- Expert knowledge of logistics management including transportation, import/export processes and taxation.
- Ability to get internal organisations to provide timely input to vendor selection and timely input
- Exceptional verbal and written communication and meeting management skills
- Prior experience in setting up frame agreements for service provisions (crane, engine, thruster overhauls etc and the pitfalls of these contracts and suppliers)
- Knowledge of standard services Ts and Cs
- Knowing when strict adherence to the SCM process is required and when latitude needs to be applied to get the job done.
