They are what we believe, what customers can expect, and how we deliver.Project OverviewThe CPC Taichung Phase III LNG import terminal project scope is to deliver two 180,000 m3 Full Containment LNG Tanks Taiwan, which will become Taiwan’s largest storage tanks ever built when completed.Position Overview

• With independent judgment & extensive supervisory experience, develops & supervises implementation of ES&H plan for a medium to large-sized specific project in line with established policies, systems, processes, procedures & methods, client/host country requirements/regulations.
• Formulates mitigation measures to reduce accidents & potential adverse environmental impacts on projects.
• Informs project teams of ES&H needs & ensures they are incorporated into processes/procedures by subcontracts, engineering & construction staff.
• Implements bid decisions, proposals & estimates (scope, constraints, schedules, budgets) in terms of integration & compliance.
• Provides technical support to feasibility studies, site assessment studies & project risk assessments.
• Attends meetings with customers, project team members & contractors/subcontractors to advise of project-specific mitigation plans, ES&H training program & technical reports.
• Supervises & performs daily monitoring of work practices of Bechtel & other contractors/subcontractors.
• Stops work in dangerous situations/conditions having imminent adverse ES&H impact.
• Stipulates acceptable work practices to be actioned before work can resume.
• Ensures environmental compliance inspections of project construction activities are conducted inc. adherence to contractual commitments, permits & the Construction Environmental Control Plan.
• Supervises & conducts project accident investigations; documents factors contributing to an incident & prepares reports.
• Participates,as directed by GBU ES&H Mgr & Legal & Risk Mgt, at hearings or litigations involving recent/past injuries, accidents or work-related illnesses that occurred on projects.
• Coordinates inspection tours of regulatory compliance officers who are auditing project for compliance with government ES&H requirements.
• Accompanies them during audit; ensures all inspection reports are prepared & retained for legal defense should litigation result.
• Coordinates with GBU ES&H Mgr on personnel activities e.g. recruitment, policy & compensation administration, employee development.
• Develops cross-training for staff in professional or discipline-specific skills, techniques & procedures.
• Supervises implementation of project ES&H orientation & training of project manual/non-manual staff.
• Supervises operation of medical/first aid treatment facilities.
• Consults with occupational medical consultant to develop procedures inc. sanitation & health inspections of facilities required for activities e.g.immunizations, rescue, emergency transportation & evacuation.

About You

• Typically possesses a technical degree in the sciences or engineering from an accredited university/college.
• A sufficient number of specialized courses.
• Prior & broad practical work experience in environmental, safety or health.
• Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
• Knowledge of ES&H sciences/engineering systems, principles & methodologies of engineering & construction system, methods & work processes; of construction planning, estimating, procedures & execution.
• Knowledge of construction environmental issues e.g.hazardous materials, waste mgt, erosion & sediment control methods & restoration techniques.
• Knowledge of nat’l/int’l ES&H regulations & resource agencies permitting processes & responsibilities, industry standards for compliance & best mgt practices for minimizing potential ES&H impacts during project execution.
• Experience in supervising all aspects of ES&H on projects, in managing/providing technical oversight of ES&H contractors/subcontractors or consultants during construction & in implementing training programs.
• Knowledge of technical vocabularies/terminology in industrial hygiene, health physics, safety engineering & environmental compliance.
• Written & oral communication skills.
