Your Role and Responsibilities

Experienced professional with a sound knowledge of government policies and specified regulations and processes and their implications for IBM’s core business operations. Responsible for managing a broad range of public policy issues, specified regulations, institutional relations and effective engagements with multiple government ministries and agencies. Works with the senior management team and leads in the development of strategies and action plans to address issues that have impact on IBM business. Implements these strategies through direct interaction with government officials and/or through participation in industry associations or influencers. Significant potential for influencing and impacting IBM business results. Timely report and analyze the change on policies and environment change that may be related to the success of IBM business in Taiwan. Skillful in handling nuances, predicting crisis, and mitigating risks. Assumes additional responsibilities as assigned.

Skills

Environment: Substantial understanding of IBM’s core business operations and its transformation to becoming a cognitive solutions company based on cloud computing and Big Data, current government policies and specified regulations affecting those operations. Extensive knowledge of the public policy / specified regulatory processes / government operations at the national and sub-national level. Be sensitive to the possible influence of state-state relation on the normal operation of IBM. Understands IBM’s business needs and how to advance them within the public policy and regulatory arenas. Works with counterparts in other corporations and industry associations in achieving these ends.

Communication/Negotiation:Excellent communications and interpersonal skills. Excellent English language skills in both speaking and writing. Frequent interaction with IBM senior management team at country levels. Extensive external contacts with government officials, industry associations and other corporations. Persuasive communicator capable of developing a consensus among divergent views on public policy issues which are consistent with IBM interests. Ability to handle detailed and multifaceted discussions with ease.

Problem Solving: Excellent analytical skills and capacity to anticipate changes in public policies and government regulations that are required to meet IBM’s current and future business needs. Diagnoses problems/situations with clarity. Diagnoses problem/situation/cause in a logical manner. Develops solutions that correct problems and/or overcome undesirable situations. Develops action plans that result in corrected problems and/or overcome undesirable situations. Develops proactive action plans and solutions that seek to improve IBM’s operating environment. Employs the following when involved with solving problems and/or overcoming undesirable situations: research, facts, data and measurements. Assesses opportunities, impacts and risks. Develops the strategies and action plans to address these issues and implements them both internally and externally. Innovative and willing to take informed risk in approaching problems.

Contribution/Leadership

Recognized as an expert on public policy, specified regulations, and government relations within IBM. Provides advice and counsel to matrix senior management in the areas of public policy, regulations and government relations. Serves as a cross-functional team leader in developing strategy and action plans to address key issues. Acknowledged as a leader in the field of public policy/regulatory and compliance procedures and government / business relations by government officials, industry associations and counterparts in other corporations. Viewed as a positive contributor to the public policy process.

Impact on Business/Scope

Significant impact on IBM’s ability to operate with the maximum flexibility and the fewest impediments possible through successfully negotiating changes in government policies and regulations. Can have significant impact on IBM’s business performance.
