Purpose

Plant operation support on instrumentation and controls for LASU/GG, SMR/Electrolytic H2, liquid and bulk distribution, gas pipelines, VSA/PSA, and others.

Nature and Scope

The job is the Senior Controls & Instrumentation Engineer in the Company and reports directly to the Regional C&I Manager. In addition to the primary accountability for C&I support, the jobholder’s responsibilities also cover the maintaining of plant safety and reliability, MI SIS, RCA, Best Practice, TAR and Non-Conformance cost.

1. Leadership in EH&S performance

  • Compliance with safety training procedure in accordance to EHS 25-02001 and ensure all OTS engineers to have valid Safety Passport before going to site. Audit compliance to LSO Curriculum.
  • Familiarize with EHS STD 25, Volume 1, Section 05 - Safe System of Work
  • Establish BSP for group and monitor and communicate monthly performance. KPI >95%.
  • Conduct site assessments/audits as required in BSP
  • Engage in Incidents reviews with Operations and to provide technical support needed in RCA, work with Operation/Maintenance team on the corrective action implementation.
  • Follow up and close out NM (Near Miss)

2. Demonstrate leadership in worker safety rates

  • Participate and contribute to total safety KPI in AP. Meet employee and contractor recordable and lost time accident rates as defined in the Asia scorecard.

3. Deliver Operations Excellence at reduced cost

  • Support projects by providing cost effective technical solutions
  • Attend TAR planning meeting to ensure complex and critical Major Tasks are better prepared on Job Pack, materials, tools and resources
  • Attend major TAR to support active on-site execution on complex tasks. Ensure the Central Maintenance is on close hands-on coaching when executing the complex task as part of OJT (On-job training) development
  • Issue Equipment Technical Report after Major Task completion and align with Central Maintenance on follow up actions.
  • Identify and qualify repair and service shops for major machinery, mechanical, electrical and C&I in critical areas which can provide leveraged mass or critical plants

4. Achieve Productivity and Asset Management Improvement targets through cost reduction and increased asset utilization

  • Support Central Maintenance on cost reduction effort, review the Major Tasks, evaluate the technical risk and provide risk management plan for any deferrable or cancellable prescribed tasks.
  • To increase visibility on supporting Productivity projects. Actively engage in Plant O&M Productivity Projects as a Technical Lead engineer.
  • OTS Technical Lead in PS (Process Safety) projects is required to ensure comprehensive engineering solutions. The lead engineer should coordinate with other functional engineers to deliver one-stop solution service to Operation projects.
  • Senior Engineers to possibly become the Project Champion for functional specific projects generated from Portfolio Review team
  • Participate in PS Portfolio Review team to derive meaningful projects that address systemic reliability failures
  • OTS Technical Lead on the Projects to help evaluation replicable opportunities in other plants, or to replicate opportunity from other regions to Asia plants
  • OTS engineers shall be trained as CI yellow belt
  • Utilize CI tools and integrate with business CI Planning

5 Reduce the negative impact of non-conformance of plants and equipment

  • Participate in the CONC process and ensure accurate and timely feedback is provided
  • Manage and participate in bi-monthly Operation/GEM feedback meetings. Maintain feedback issues log
  • Participate in ongoing startup issues meetings to identify and remedy new plant equipment issues and understand systemic issues

6 Support Operation on Operational discipline initiatives

  • Support Operation to GEM projects documentation submittal as part of handover procedure with reference to 3GN90002
  • All Senior Engineers to conduct functional best practice reviews, min twice [per year with Central Maintenance and Operations and provide how-to support to remedy deficiencies.

7. Technical Escalation

  • · Attend to plant emergency issues and help to restore operations at the soonest possible timeframe. In complex situations, develop alternatives or short-term solutions and escalate to Global team for support.
  • · For chronic or systemic issues, lead the technical review and provide engineered solutions, follow through with Central Maintenance and Plant O&M to completion implementation
  • · Support Operations on MI actions to reduce overdue MI activities
  • · Support plant equipment functional and serviceability succession plan for obsolete equipment or legacy equipment. Develop and lead review with Operation on technical risk consequences and recommendation
  • · OTS engineer is responsible to interpret STD’s and support global team in its application on the engineered solutions in plant projects or corrective actions from events

8. Strategic Initiatives / Critical Projects

  • · Machinery Overhaul Team: (MOT) Develop a task force team with tool and trained technicians to support all turbo-machinery overhaul activities in Taiwan. Equip the team with focused training, tools and resources, close link-up with key OEM field engineering, to support AP’s overhaul activities to critical machines.
  • · On-line Condition Monitoring projects with Machinery team
  • · Certification of CSS Validation Work
  • · BN3500 system trouble-shooting skill development

9. Simplified, standardize and replicate

  • · Using AP standard specification templates for OTS engineers when in support of PPO projects; to observe performance after implementation and then set target for KPI (it is an OTS KPI)

10. Reliability Focus

  • Participate in Reliability Centered Maintenance (RCM) and Preventive Maintenance (PM) review
  • Support Central Maintenance to assess cause of damage to enable Central Maintenance to provide good fault code reporting into SAP system
  • Use of data to mine for reliability improvement projects to prevent repetitive or similar failure
  • Support OPEX on escalated issues on equipment that are under-performed from the baseline reliability requirement from original plant design.
  • Update or revise or implement work process or measurement test in addition to the routine PM to help early detection on failure signs
  • Use CoNC or 061 reports to pre-empt or eradicate repeat failures
  • Support Reliability reviews of new plants when initiated by GEMTE or OPEX

JOB REQUIREMENTS

Experience: 20+ years in gas, petrochemical, or related industry in operations and/or engineering or related activities. Preferably 5+ years in process controls/instrumentation and/or process engineering.

Education: BS/MS in Engineering. Preferable in Electrical/Automation/Computer/Chemical Engineering

Work Schedule: This position supports field operations, which operate 24 hours a day every day, and as such this position is always “on call.” Normal work schedule is Monday through Friday, but realistically will require considerable extra hours and some weekend/holiday work.

Travel Required: About 50% of the time, mostly in Taiwan / Asia.
