The Technical Program Manager (TPM) team lead is responsible for the overall effectiveness of the TPM function within the team, encompassing:

  • Responsible for creating and implementing a strategy for the team that is in line with the wider business goals.
  • Manage team of 5 technical program managers
  • Management of project delivery to agreed scope, budget, and timeline.
  • Management of project delivery to agreed service reliability.
  • Effective use and allocation of resources.
  • Adherence to company processes and policies for successful delivery.
  • Escalation point within the team.

Responsibilities:

  • Drive customer-led approach to overall project delivery.
  • Oversee team’s product delivery to ensure successful delivery within the agreed scope, budget, and timeline.
  • Review, evaluate, and provide visibility to leadership for ongoing issues, risks, and progress.
  • Collaboration within functional teams for products/projects’ issue resolution and improvements for successful deliveries.
  • Adherence and adoption of company processes & practices within products/projects to deliver successful outcomes.
  • Coaching and development of team members for career & personal growth.
  • Escalation point within the team.
  • Manage and govern project reporting, to ensure scope, budget, and on-time delivery for product success.
  • Implement and manage product controls to assess overall delivery performance based on defined performance OKRs.

Team Responsibility:

  • Product/project planning - be able to take business requirements from Enterprise and Product teams, work closely with engineering managers and associated teams, quality assurance, operation teams, to define, plan, control, and drive end-to-end solutions to successfully execute on project management plans, delivering customer requirements through enterprise services/products
  • Oversee the overall resource planning, allocation, technical feasibility, effort estimations and execution of various projects management of associated development teams and risk management measurement
  • Demonstrate project knowledge, and facilitate the development of requirements in consideration of known technical capabilities and limitations
  • Scheduling and resource management: develop and manage the release plan via a clearly defined roadmap, working with scrum teams i.e., engineering, quality assurance, operation teams, to ensure on time and high quality delivery
  • Facilitate and solidify project management by creating, managing, and optimizing communications and processes to improve efficiency
  • Risk management - keep stakeholders informed of project statuses, updates, and risks
  • Cultivate relationships across engineering and cross teams, serving directly as the end-to-end liaison for cross functional team communication
  • Operation commander for P0 emergency issues management to push for immediate resolution

Requirement:

  • 3+ years of experience of managing Technical Program Management or similar project management leadership role within SW organizations
  • 5+ years of experience as a technical program manager or developer, leading complex technology or product launches through the entire software development lifecycle
  • Strong people management skills with the ability to lead a team of people, with a process drive approach to delivering successful outcomes
  • Excellent judgment, problem solving, and decision-making ability, with presentation and leadership skills, being able to communicate to all levels of the organization.
  • Experience in managing project budgets, understanding key commercial levers and drivers.
  • Ability to work positively and collaboratively with full range of individuals and groups across teams
  • Experience with agile methodologies in an organization, familiar with scrum delivery
  • Strong verbal/written communication in both Chinese & English with good influencing and interpersonal skills.
