Essential Job Functions
Human Resources Management:
Directs activities of the department’s Administration, Classification and Compensation, Learning and Organizational Development, and Talent Acquisition divisions, including management of the Human Resources Analytics function, personnel files and front desk activities.
Manages the Human Resources Department in the absence of the Human Resources Director.
Recommends selection, promotion, discharge and other appropriate personnel actions for assigned divisions to the Department Director. Evaluates subordinates and reviews evaluations for assigned staff personnel.
Serves as a consultant to management in all areas of human resources. Works closely with department and division heads to determine HR/OD needs.
Assists with the development, implementation and monitoring of long- and short-range HR/OD strategies for the City that are aligned with and support organizational values, goals and objectives.
Assists in the review, formulation, and revision of City-wide policies relating to Human Resources. Obtains concurrence from Charter Officers and moves new or revised policies forward to the City Commission for final consideration and adoption.
Ensures that all HR policies and practices comply with all applicable Federal, State and local laws, ordinances, rules, and regulations; and ensures that managers, supervisors, and employees are in compliance with these policies and practices.
Develops and implements appropriate and timely HR/OD communication strategies for all groups of employees. Identifies when, where and what employee or management communication or training is needed and ensures it is developed and delivered.
Acts as the custodian of employee personnel files and maintains personnel records through appropriate systems, forms, procedures, and methods of recordkeeping.
Represents the department at meetings as directed; serves as liaison between the department and public, consultants, and other City Departments and Offices.
Performs special projects, as assigned,
Staffs and advises Charter Officer and City Commission sub-committees as needed.
Human Resources Information Systems
Develops and executes a comprehensive workforce analytics strategy while effectively leveraging key metrics as a decision tool for leaders.
Engages with external and internal stakeholders in the identification and analysis of business process issues and business requirements.
Sponsors the development of Human Resources ERP governance structure in support of the business and information technology strategies.
Manages the HR human capital analytics process; reviews complex queries, reports and data analysis, interrelates and presents data that include quantitative and/or qualitative information about the organization to be used in departmental and city-wide reports and assists HR staff and management in interpreting and using the data to influence changes to the operations, processes or programs.
Manages the Human Resources liaison and subject matter expert to Information Technology (IT) and internal customers to ensure that all HR information systems are aligned with the goals and needs of the department.
General
Assists in the preparation, submission, and monitoring of the department’s annual budget documents.
Attends work on a continuous and regular basis.
Non-essential Job Functions
May be required to respond under emergency conditions.
Performs other related duties as assigned.
Qualifications
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
Education And Experience
Bachelor degree from an accredited college or university with major course work in Human Resources, Organization Development, Business Administration, Industrial Management, Public Administration, Industrial-Organizational Psychology or related field, and at least five (5) years of progressively responsible management or supervisory experience in the human resource field;
or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
A Master’s degree in Human Resources is preferred.
Prior experience configuring, implementing and overseeing Human Resources systems, specifically in Workday is preferred.
Public sector management experience in local government and/or municipal utilities is desirable.
Municipal Experience With Labor Unions Is Preferred.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment.
Certifications
The following certifications are highly desirable:
Senior Professional in Human Resources (SPHR), from the Human Resources Certification Institute or Senior Certified Professional (SHRM-SCP), from the Society for Human Resource Management
Certified Compensation Professional (CCP), from World at Work
Knowledge, Skills And Abilities
Proven success in configuring, implementing and administration of Human Resources systems.
Thorough knowledge of principles, theories, methods, and practices of human resources management including recruitment, selection, classification, compensation management, wage and salary administration, organizational development, and employee training and development.
Thorough knowledge of laws, ordinances, regulations and statutes which govern human resources functions.
Thorough knowledge of principles and practices of effective administration and supervision.
Thorough knowledge of local, state and federal regulations pertaining to equal opportunity and affirmative action.
Thorough knowledge of effective employee communications methods and practices.
Ability to develop long and short-term plans and programs and to evaluate work accomplishments.
Ability to plan, assign, delegate and direct work of administrative and supervisory personnel.
Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other employees, and the general public.
Ability to communicate effectively, both orally and in writing.
Ability to testify in grievance and legal proceedings.
Ability to maintain security and confidentiality.
Ability to effectively lead or work as a member of a self-directed work team.
Knowledge and experience of budget procedures, particularly governmental budgeting.
Physical And Environmental Requirements
To perform this job successfully, and individual must possess certain physical abilities and be able to withstand work related environmental conditions.
Physical Requirements
While performing the duties of this job, the employee is regularly required to sit for prolonged periods of time.
WORK ENVIRONMENT
May be required to attend meetings outside regular business hours, including nights, weekends and holidays.
