HSE Manager (Taiwan)

Are you looking for a new permanent position an HSE manager for an offshore wind client?

I am currently recruiting for my client based in Taiwan who is actively looking to recruit for HSE manager. The suitable candidate would need to be already in Taiwan.

You will be responsible within the company for the effective provision, management and monitoring of the Company’s RQHSE systems, services, associated standards and Company objectives, in order to ensure compliance with regulatory requirements, deliver strong RQHSE performance, and maintain a healthy safety culture.

Responsibilities
  • Provide visible and effective leadership in RQHSE standards at all times, promoting and maintaining a strong safety culture both onshore and offshore
  • Monitor and ensure that JV practices are compliant with parent company standards, external (including client) standards & in-country legislation
  • Implement and manage an RQHSE management system for the Company in compliance with local legislation, external accredited standards and parent company requirements
  • Provide support and monitor compliance with the Company’s Ship Management System
  • Provide RQHSE documentation, support and subject-matter expertise to develop and implement projects within the Company
  • Together with JV Management prepare annual KPI’s and Objectives, and monitor, analyse and report on RQHSE performance within the Company, projects, assets and sites
  • Promote and drive RQHSE-focussed campaigns & initiatives from within the business and external project-/client-related sources to improve Company performance
  • Ensure compliant & timely reporting, investigation, and root cause analysis of unwanted events
  • Plan and execute RQHSE-focused audits and improvement programs within the Company and across associated assets & stakeholders, as well as plan and manage external RQHSE audits
  • Report to parent company RQHSE directorate with regular updates on RQHSE activities, impacts, associated trends and recommended strategies to effectively address these
  • Support the parent company RQHSE directorate with review of internal policies, procedures and guidance to ensure RQHSE demands are met and continual improvement is delivered
  • Liaise with parent company RQHSE directorate to ensure the timely publication of Safety Bulletins and other relevant publications, to promote Lessons Learnt within the broader organisation and to relevant industry bodies in Taiwan
Qualifications/Skills/Experience
  • Taiwan Level B technician certification & familiarity with legislation
  • Proven experience in effective implementation & management of maritime, construction and/or project-focused RQHSE systems, standards & practices
  • Demonstrable incident investigation & root cause analysis experience
  • Ability to deliver high-quality documents, records and presentations, to strict timescales
  • Pro-actively identify improvement opportunities and new initiatives to improve performances
  • Ability to multi-task and provide constructive safety-focussed solutions to multiple challenges
  • Fluent in spoken and written Mandarin and English
  • Professional experience working with ISO9001, 14001 and 180001
  • ISO/ISM Lead Auditor qualification desirable
  • GWO Certification for offshore work is advantageous
The position is to start ASAP, notice periods will be taken into consideration, salary range would be NT$1.1-1.2m, experience dependent.
