Responsibilities

EHS

  • Protect the health, safety and security of employees, contractors, carriers, distributors, visitors, customers, neighbors, as well as buildings, assets and infrastructures. The Site Manager is the supervisor of all aspects of MBCC EHS Management System.
  • Introduce effective measures and/or inform responsible EHS person in the MBCC organization if health, safety or security of the people at the site cannot be guaranteed.
  • Ensure that all rules, legal provisions and internal specifications are adhered to, as well as responsibility for questions relating to safety, security, health and environmental protection at the site. Monitor compliance.
  • Define and implement local EHS directives and standards based on implementation of EHS Management System for MBCC Group and Group Directives together with the function. Assure information of all personnel about new regulations, changes and modifications.
  • Define and implement an EHS site policy based on Group, and respective Opco policies. Lead the site EHS committee and harmonize EHS programs on site.
  • Define site related annual EHS goals together with the function based on regional and global EHS goals of regional, respective Opco and MBCC Group. Implement and monitor effective action plans to achieve the goals.
  • Ensure the site audit conformity with regard to MBCC EHS Management System (1).
  • Report incidents as quickly as possible (accidents, near-accidents, PSI, and material damage) (1).
  • Assure investigation of and information of employees and other involved parties about the reasons of accidents and incidents as detailed in the valid procedures (1).
  • Assure implementation of process improvements to ensure the continuous minimization of negative impacts to human health and the environment (1).
  • Organize the conduction of impact evaluations of site influences to the environment and the neighborhood.
  • Encourage staff to be proactive about work safety and environmental protection. Supervise and make staff supervise behavior of own and external staff (1).

Quality management

  • Responsible for total quality management including quality of the products leaving the site and production/business processes. Create and assure that effective management review processes are in place.
  • Ensure operationally that industry standards (e.g. ISO standards, DNV GL…) and customer requirements (audits) are met in accordance with Opco and Regional requirements (1).
  • Responsible for quality control and non-conformance management at the Site.
  • Ensure the site audit conformity with regard to Quality (1).

HR

  • Responsible for compliance with labor law for all human resource activities at the site. Disciplinary management of all personnel at the site.
  • In charge for the leadership, personnel development and training within the production site to develop the employees’ performance and skills to ensure qualified, motivated and well performing employees (CPM). Create/discuss opportunities for the development of employees cross sites.
  • Create and maintain a positive working environment at site (atmosphere of the site) (1).

Operations

  • Manage, organize and develop site activities in order to meet Opco requirements in terms of product availability according to global demand, quality and costs (agreed upon target) (1).
  • Responsible for availability of production asset/capacity.
  • Responsible for the technical assets and asset management at the Site.
  • Responsible for the organization and coordination of Site Logistics together with the function.
  • Implement process (operational and organizational) and product innovation on the site.
  • Optimize processing costs by optimization of all operational costs, site optimization projects, energy saving programs, Operational Excellence tools, etc. Optimize material costs by using alternative raw materials, improved yields, reduction of waste, etc. Implement Target Costing measures to increase competitiveness of selected products / product groups / product segments (1).

Engineering, maintenance and Services

  • Responsible for the organization and coordination of technical services and Engineering & Maintenance at the site together with the regional function.
  • Responsible of the coordination of services and maintenance with regard to the technical plants, facilities, procedures and processes necessary for production, with the target of guaranteeing uninterrupted, trouble-free production and activities at the Site (1).
  • Responsible for planning, preparation for approval and execution of all investment projects at the Site.

Site representation and communication

  • Site representative within the Legal Entity, and the MBCC Group. Acting as liaison officer in order to pass on good practices, create opportunities for personnel, exchange ideas and develop team spirit among MBCC Sites (1).
  • Site representative with authorities, customers and general public. Promote site and MBCC values (1).
  • Organize an effective and harmonized communication to contractors and visitors, to neighborhood and authorities.
  • Local COMPANY coordinator and first point of contact to respective business center / legal entity. The site manager is the coordination person between the different Opco’s and functions on site, harmonizing the strategies and interests of the individual Opco’s and functions, regional business centers and MBCC Group (1).
  • Chair of site committee. Solution of site-specific problems. Decision making in conflict situations.
  • Acting as "On-call" Emergency Manager including weekends.
  • Formal contact to local Works Council and site-related Labour unions
  • Exchange of information with all Site employees. Exchange of information within MBCC: President, Regional HEads, other Site Managers, HR management, EHS management and other functional departments (1).
  • Coordination of site-specific events (1).

Strategy

  • Responsible for defining and developing site strategies according to Opco’s plans, regional and functional organizations. The site strategy supports the business strategy.
  • Define, develop and monitor the Site goals and key activities as part of the Site strategy.
  • Establish the necessary the key performance indicator (KPI) system for monitoring site strategy and the resulting (annual) site goals in coordination with the Opco’s and Regional.
  • Responsible for the long term planning and development of the site.

Operational Excellence and Innovation

  • Responsible for continuous improvement at the Site. Assures site transformation towards Operational Excellence. Accountable to achieve the agreed upon continuous improvement measures for the optimization of manufacturing costs and site activities in the site (1).
  • Coordination of all Operational Excellence activities at the site (e.g. LEAN).
  • Responsible to assure innovation to improve products and services at all site levels, to create value and fulfill the external and internal customer needs.

Budget management and Controlling

  • Responsible for the operational budget, budgeting process, investment decisions and cost & risk management in accordance with the Opcos. Fulfill site requirements with planned and real costs according to MBCC guidelines and financial regulations. Cost responsibility for the unit (1).
  • Establishment of a reporting system for the production site.

Site Buildings and Infrastructure

  • Responsible for site buildings and infrastructure (1).
  • Responsible for site infrastructure including assets like pipe racks and pipelines, streets, channels, lighting, energy supply and waste disposal.

Substitution

  • In case of absence the daily responsibilities of the Site Manager will be taken over by the nominated deputy at the respective site. Excluded are any decisions with major impact on site such as there are: organizational changes, employment of personnel, investments, budget changes, changes in norms or procedures outside his usual area of responsibility. In these cases, authorization will be requested to the Head of Regional Operations.
  • Criteria for the selection of the nominated deputy are educational level, experience, skills and capabilities. Proper training of the nominated person needs to be ensured.

Qualifications

Education: Education & training required

plus additional time-extensive job-related training including formal examination (e.g. PhD, BS - MS, MBA)

  • Degree in Chemical Engineering
  • Additional education such as CPIM from APICS, OSHAS, NiBOSH…

Working Experience:

  • Minimum of 10 years working in a chemical related industry.
  • Minimum 5 years’ experience in production related industry at a manager level.
  • Working knowledge of trouble shooting, business strategies, product strategies & project planning.
  • Working experience of site revenue and capital budgeting, creation and managing.

Specific skills related to the role:

  • Good EHS knowledge including Responsible Care required.
  • General knowledge on process technologies required. Specific process knowledge of the site is an advantage but not required.
  • General knowledge in Quality Management Systems.
  • General knowledge with legal affairs.
  • General knowledge in finance & accounting and economics.
  • Familiar with legal responsibilities
  • Familiar with Engineering & Maintenance.
  • Familiar with Logistics and Supply Chain Management.

Industry and/or Country specific requirements:

  • Working knowledge of the construction chemicals industry an advantage

IT skills:

  • Computer literate – SAP, Microsoft Office (advanced level)

  • English (Fluent).
