Estimating Manager

Responsibilities:

• Manage the estimating deliverables, cost plans and trending for pipeline projects.
• Coordinate the bid preparation with Proposal Manager, validation of data to ensure due diligence.
• Prepare estimates in accordance with corporate standards and WBS to achieve the desired accuracy levels and structure / format depending on estimate classification and level of design detail available.
• Coordinate with discipline engineering leads and members of the project management team
• Review estimates/proposals to ensure accuracy and completeness including certification before release. Where multiple estimates are prepared a reconciled cost walk of key changes.
• Price indirect costs (Exyte staffing and General Conditions).
• Price provisions and contingencies, creating risk registers to identify allowances.
• Manage the comparison of supplier quotations against first principle rate build-ups to identify negotiation opportunities and/or potential gaps.
• Leverage company estimating software and train others as necessary.
• Handover estimating output to operations / cost control to ensure smooth transition to commercial functions in order to establish the control budgets for successful projects.
• Establish and maintain database of project key performance indicators and unit rates.
• Ensures project controls and reporting requirements are understood and followed.

Knowledge, Skills & Qualifications

• Minimum 10 years relevant experience working in an Estimating role on hi-tech projects within the semi-conductor, life science or data center sectors.
• Sound understanding of Estimate process and Project Controls.
• Experience in the use and/or understanding of estimating software.
• Bachelor’s degree or above in Engineering or Construction Management (or similar).
• Bilingual required - English & Chinese.

Licenses

PMI, PMP, MRICS, AACE or similar profession certification
