Job BriefWe are looking for a highly experienced Adviser that will work closely with the NUC Executive Management Group to strengthen capacity to envision, formulate, implement, monitor, evaluate and report the organisation’s medium-to-long term plans.

About The Partner Organisation
For this advisory role, the Partnerships Platform is partnering with the Nauru Utilities Corporation (NUC). The NUC was established under the Nauru Utilities Act 2011 and is responsible for electricity and water services in Nauru. The NUC is also governed by the Public Enterprise Act 2021 as a state-owned enterprise.
Key responsibilities and priorities of the NUC include: to generate, acquire, exchange, transport, distribute, market and supply electricity and water to undertake, maintain and operate any works, system, facilities, apparatus or equipment required for any electricity or water function to be at least as profitable and efficient as a comparable business in the private sector and generate a net operating profit after tax that is not less than its weighted average cost of capital.

About The Role
The role will contribute towards the NAPEG’s overall objective and intermediate and end of program outcomes, which are aligned with Nauru’s National Sustainable Development Strategy 2019-2030. Specifically, the role will include but is not limited to the following objectives and core responsibilities:
- Strengthen the NUC’s organisational management, operation and staffing framework: conduct a comprehensive diagnostic review of NUC’s operational environment:
- Strengthen legal and regulatory compliance enacted by legal institutions and development partners.
- Provide technical advice to NUC executive that supports the management and oversight of NUC operations including maintaining the reliability, security and sustainability of services.
- Analyse and identify any deficiencies, gaps or incongruence in the areas of interest that hinder NUC’s performance and achieving operational sustainability.
- Make recommendations to achieve short- and long-term goals and objectives of the NUC
- Assist with developing and delivering plans to ensure the financial sustainability of the NUC
- Support reporting by NUC against / progress on implementation of the NUC’s Executive Management Plan
- Support NUC to ensure compliance with requirements of the Nauru Utilities Act 2011 and Public Enterprise Act 2021.
Days/Inputs: This role requires an initial 12 weeks in country and a minimum of 14 days per quarter thereafter in country, with the remaining days working remotely in a part-time capacity. Arrangements will be subject to agreement with the NUC CEO
The Partner Government will provide:
- A counterpart/s who will work with the Adviser on a day-to-day basis.
- A suitable office workspace with a desk and chair
- An orientation program, including office facilities, introduction to counterparts, contextual briefing, key stakeholder introductions.
- Access to the systems, information and data required to undertake the role.
The Australia-Pacific Partnerships Platform is an Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and managed by DT Global. About You
We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources in a challenging environment, this includes the ability to successfully build and manage relationships with a broad range of stakeholders.
To be successful in this role, you will have Tertiary qualification in engineering, business administration, or equivalent experience and training. , with proven minimum of 15 years’ experience in advisory role, five at senior management level with an ability to fit in with the culture, work environment and make a significant contribution to NUC. Experience in providing technical advice on utilities management to a non-technical audience and knowledge of power generation, transmission and distribution systems would be desirable.
You will be required to demonstrate a strong understanding of, and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
