ResponsibilitiesOperational
- The planning and/or preparation and execution of the commissioning, operation, trial run and acceptance testing within the scope of work associated to his/her assigned project
- The technical safety of the plant from turnover from erection until hand over to the customer (COD)
- The implementation of the business’ EHS policies, safety procedures, work instructions and guidelines within his/her operational scope
- Implement the Lock Out Tag out and Work Permit program.
- Work is performed in accordance with local laws and regulations and that personnel assigned to him/her are provided with information regarding hazards and precautions applicable to the site
- Act upon any deviation observed and stop concerned activity in case of a high-risk deviation for further consideration by the relevant parties
- He/she participates in investigating accidents that occur within their working areas
- Responsible for the day-to-day healthy, safe and environmental-friendly operation of site commissioning activities by demonstrating personal commitment and leadership towards EHS.
- He/she is ultimately responsible to the Site Manager for ensuring that all activities are carried out in accordance with the site EHS plan requirements and specifically defined safe systems of work in order to safely put people at work.
- All available tools and aids are utilized in order to achieve the goals of his/her assignment and, as well, to strive for continuous product improvements and cost reduction
- Deviations from the agreed goals are reported and corrective measures are initiated by arrangement with, and with the support of, the SIM and project management
- Commissioning is performed in a safe and timely manner in accordance with the contract, budget and time schedule
- Commissioning preparation as specified in the work instructions
- Consolidate and review Spare Parts list and plan for procurement
- Coordinate with the partner the commissioning execution plan, Turnover process management, Commissioning scope, commissioning tools, daily/weekly reporting requirements, performing witness tests, Final Commissioning Documentation and clearly define the roles and responsibilities of Client, the Partner and the Owner
- Manage, perform, coordinate and monitor the commissioning of systems specified within the scope of work according to time schedule and contract and by arrangement with the SIM, project management and customer
- Create the execution plan to meet project milestones and provide information to the SIM, project management and Regional Leader Commissioning to assist in their achievement
- Organize and supervise the safe operation of the plant (site rules, safety regulations, shift plan, shift log, etc.) from system turnover from erection until COD by arrangement with the SIM, project management and customer
- Accept the turnover of systems from erection to commissioning and execute the turnover from commissioning to the customer in accordance with current procedure/work instruction and the contract
- Ensure that commissioning is performed according to the specifications, engineering and commissioning documents , taking into account the safety instructions, environmental protection measures and local regulations
- Ensure that the relevant OMM (operating and maintenance manuals) for the installed equipment is accessible to the commissioning team and necessary information as regards to initial start-up and maintenance are understood and applied
- Nominate a person, which shall be responsible to ensure that a plant maintenance register is available before start of cold commissioning, that it is reflecting the actual installed equipment and that required actions are initiated and recorded as required
- Ensure quality compliance for your scope of work by delegating responsibilities within your team, complying with all inspections, tests and witness points as contractually required and obtaining / producing quality records.
- Ensure the execution of additional commissioning tests, as defined by contract and local regulations, which are beyond the regular commissioning scope by creating a test matrix that includes all commissioning testing needed for COD. This should also include procedure creation responsibility, approval authority, acceptance criteria and timing.
- Ensure that the engineering department is involved in handling technical problems and decisions
- Ensure that the SIM, the PCCM and the Regional Leader Commissioning receive regular information and progress updates.
- Approve and release the commissioning documentation issued by the COM LE’s after having first checked the same for completeness and meeting the quality standards
- Forward, in accordance with work instruction, the released Final Commissioning Documentation (FCD) to the PCCM
- Ensure that commercial and technical deviations are reported with a corresponding non-conformance report (NCR) and that the same are followed up until their completion
- Keep a log to record daily work, occurrences, problems, special information, etc. (WIPT). Maintain and weekly update WIPT commissioning section with all relevant information.
- Ensure that logbooks (Red Green Report) are maintained to record commissioning and operational events
- Update of the overall commissioning time schedule and the overall commissioning staff planning
- Support planning of any controls and tests pertaining the your scope of work
- Timely call-up of the commissioning staff, specialists, vendors and further associated staff through the PCCM
- Ensure that objectives are set for direct reports and followed up regularly.
- Manage, assess, supervise, support and promote the commissioning and other personnel assigned to him/her
- Manage the handling and inspection of the commissioning test equipment
- Manage and control the commissioning budget
- Ensure correct behavior and good teamwork within the commissioning staff in accordance with company policy and local requirements/regulations
- Organize and participate in site meetings by arrangement with the SIM and/or the customer
- Check and sign the time sheets of the commissioning personnel assigned to him/her and forward the same to the SIM
- Ensure that all open item lists and punch lists of systems specified within the commissioning scope of work are worked off in cooperation with the involved parties with the goal of zero punch list items at COD.
- Ensure the return of all commissioning test equipment as soon as possible
- Ensure the reporting duties of the commissioning personnel assigned to him/her are fulfilled
- Provide, by assignment completion, a field service report and forward the same to the PCCM
- Provide technical experience feedback to project management and project engineering departments during debriefing meeting(s) to be organized by the project. Ensure relevant feedbacks are entered into the ERS.
- Provide statistical, administrative and financial feedback to the Regional Leader Commissioning
- Right to issue directives to the commissioning staff and other personnel reporting to him/her in regard to process-technical, personnel and assignment issues
- Right to submit personnel requests to the PCCM and the SIM
- Right to receive time schedule, budget and objective information pertaining to issues that are relevant to his/her assignment from the SIM, PCCM and project management
- Right to obtain timely decisions from the project management and, if necessary, to take the matter to a superior office
- Right to contact project management directly regarding technical matters; but he must inform the SIM/PCCM accordingly
- Right to contact directly the engineering departments and the Regional Leader Commissioning regarding technical problems
- Right to immediately stop work and operation if the safety of personnel or equipment is in question
- Right to instruct technically necessary rework or modifications by arrangement with the SIM. He/she must inform the engineering department(s) accordingly
- 5 years above experience as Commissioning Manager of EPC Turn Key project with Consortium Organization is mandatory
- 5 years above experience as Commissioning Manager of Combine Cycle plant projects is mandatory
- Strong management compliance to safety, quality and over tight project schedule
- Strong leadership management of a big team, coordination with partner externally and within Client internally
